we have 2 play styles in the game

FIRST
ppl who don't have any troops after 10/15 minutes (they like late game)

SECOND
ppl who can attack on 7/10 minutes of the game(early game)

DON'T MIX 2 STYLES WHEN YOU DO MATCHING

it is annoying for both sides

This could be fixed by as mentioned introducing treaty from AoE 3 for the late gamers or more closed maps for those who enjoy late game battles.

Yeah, so it makes no sense to add a new system. What you could do is bring over treaty from AoE 3, where games start with a 40 min treaty, so effectively late game battles.
