What's happening? Playing multi again for a while and no problem encountered, but I've been experiencing a mod bug for a week and don't know what to do to fix it.

The problem is that even if I start with the 300 pop 2023 fixed version, or any other pop mod fr, I get no citizens at the beginning of the game. Just the city center.

Now, if the multi match is created by me, no one else have those, but if I play in 1v1, the only one with the problem again is just me, and if I play with others, like in a FFA, and is another person who creates the match, then I have the citizens again.

I tried to unsubscribe and subscribe again but nothing happened.
Anyone knows what the problem can be?
