You need to make sure you install it using the right exe.

I believe you have to choose the vvis exe in the bin folder.

That is correct. Reshade works different on Source Engine games. You install normally as you do for any other game, but then you have to manually move all the Reshade files and folders into the bin folder for some reason. It applies to Half-Life 2, Portal, Left 4 Dead etc..
