I have just faced a Julianna that kept runnig around me, ignoring any damage I could deal to her. I was able to kill her one time, but then she started dancing around me for no reason at all, and I was completely unable to kill her.
Was that guy cheating? If so, what's the point in multiplayer?

Do you know of the havoc slab? It makes you incredibly tough and hard to kill.
Otherwise, maybe they were cheating who knows

I've seen many more people playing as Colt either playing from pluto or using a lagswitch. IIRC Colt is the one hosting too so having a bad Colt is much more likely than a bad Julie.

I've already made the argument that money should have been spent on better servers and anti-cheat rather than Denuvo. Denuvo is a temporary measure for more monies and is almost guaranteed to fail (as well as pote tially impact performance) a good anti-cheat and MP server system would make protecting the loop a whole lot less a pile of Russian roulette.
Even the ability to connect to hosts in a geographic area would be beneficial.

I literally spent two whole minutes shooting and slicing her, but that did nothing. :(
