If you're not talking about the spy bunker on fristad rock, then you need to give more info because there is no apartment that is inaccessible I can recall, and I played thru 3 times and explored each time. So don't be vague. Give as much info as you can if you want help because someone will know. But if people have to pry the info out of you then good luck with that.

Well since you say you found all 3 of the spy bunkers and I'm assuming the archive in the fristad bunker, find and solve the other one I mentioned. Pick Rexly. Find the open window on the ledge above the entrance to the apartment that had the hole in the ceiling.
