Can't get fps limiter to apply

Is this issue known? No matter what I do, I can't get the FPS limiter to actually apply. I'd use RTSS but that increases loading times and I'm not sure if it breaks the adaptive resolution.

EDIT: Figured it out. It's the Nvidia Reflex option. Having it on in any mode breaks the FPS limiter. The low latency mode doesn't break the limiter. Damn this game is ♥♥♥♥♥♥ up tech wise.

Why not just set a Max Frame Rate through the NVCP? One less setting to muck about with in games' options menu.

Well that's what I'd normally do, but deathloop's loadtimes are tied to framerate. The in-game frame limiter disables itself during loading screens resulting in faster load times. Consequently, I suspect the adaptive resolution will not function if an external framerate cap (like NVCP) is enabled, I imagine it must rely on it's own. The engine seems to be very particular, the fact that you can't even enable vsync and the limiter in game at the same time is odd. You can of course force these things through control panel, but what is that breaking? I have no idea.
