Question
Is there any difference whatsoever between the newly released soundtrack and the one that's actually in the game menu itself?

You have to keep in mind that the original version of DDLC was free with most of the money most likely coming through the merchandising store.
There are some heavy hints that Dan will be making another game related to, if not directly inline with the DDLC story. In order to do that they would need money and support, which we can give them by buying DDLC+ and getting the soundtrack.
(Plus the soundtrack bops so IMO its worth spending money on.)

To an extent, yes. the paid version will probably be in a better quality like .wav. But 99% of the time the average person can't even tell the difference since they are so subtle. Youtube audio compression, AAC 128kbps is good enough for casual non-audiophile listeners.
