It states very clearly on the Steam page and on http://ddlc.moe/ that the fan pack includes "High-resolution wallpapers of in-game art for desktop and mobile". So how do I use those wallpapers for my desktop and my phone? Just screenshot it and that's it? Seems kinda like a cheap trick to not be able to download and use the images.

The fan pack folder is inserted in the directory of the game, aptly named "DDLC Fan Pack", and there's a "Wallpapers" folder, inside that folder there are two folders named "Desktop" and "Mobile" that contain image files.

You can simply change the wallpaper on your desktop like how you would with any other image downloaded from the internet on your OS. Same with the mobile images. For getting the mobile wallpapers on your phone, you can either plug in your phone and drag and drop the image files you want, or you can simply email yourself the pics to open them up in your phone.

I've not used wallpapers yet, but I was gonna suggest just taking a screenshot in the game, make the screenshot public, then access Steam from the app on your phone and take a screenshot of that based on where you want the character standing or whatever. However, you already know this but are looking for something else. Then again, if you do this you can tweak the wallpaper to better work on your phone by taking a screenshot, then editing the wallpaper (moving the character(s) to a location they aren't obscured by app windows), THEN making the image public public on Steam for ease of access on your phone.
