hey - the year is 2037 now,

took lower league leamington to the dizzy heights of the champs league but yet to win anything of note,

for the last 5 years or so the option to ask the board for a B/reserve/youth team always appears but they instantly reject it and I cant appeal it.

will this change in time or is it just no chance

got alot of young signings etc trying to develop but no chance

Are yo exceeding expectations? Try maybe at the end of the season, especially if the board is very happy with your management, or try to add to be judged on youth development

It could probably be a bug then

Some teams are just rated low.
It means they have a hard cap. Your team probably will never get the level to allow a B team, no matter what.
A trick to try. Make sure you have a save back up. Give the board an ultimatum. Say you want it or you leave. If they still say no...well sorry.
It is just, sadly, the way the game is programmed. Maybe you can get an editor to sort it.
