CTD after splash / half a sec of black screen?

So... I'm running out of ideas, so I thought I'd give this a try and see if there's other options and/or I can rule out my OS version before I just give up and just refund it as I have enough gray hair already. :)

The situation is as follows: When I launch the game, either out of Steam, or from the folder with admin rights the splash screen shows up, it then goes into a black full screen for not even a second before closing without any error message.

The Windows error log comes back with either a 0xc000027b or 0x0000005.

...027b is in most cases a problem with the time/date. My time zone is set correctly and I have the correct time and date showing in Windows.

...0005 Well. It should be a memory problem, but from what I can tell other somewhat memory intensive applications (e.g. Photoshop, After Effects, Blender...) and games don't run into any problems here. It could also be corrupted system files. Running SFC should solve this in most cases, but it does come back clean, no errors detected.

I have reinstalled the game twice, once on my system drive, the second time on my app drive... no bueno. Could do it again on spinning rust but yeah... unlikely to change anything.

My setup is well within min specs (5900x, 3070, 32GB, Win10 LTSB 17763). All drivers are, to my knowledge, current. No component is either overclocked nor undervolted. There's no virus scan / anti malware besides Windows Defender installed and I don't use a software firewall.

Here's what I've tried already:

- Disabling overlays where possible.
- Performed a clean, minimal boot.
- Closed any program / stopped any service not necessary to start the game.
- Unplugged any and all USB devices (DAC, Storage Media, graphic tablet, ...) and replaced my regular keyb/mouse with basic af devices.
- Physically disconnected the PC from both networks it's connected to (Internet and NAS)
- Reinstalled Visual C++ and .net Framework.
- Disconnected other monitors.
