No, there are not homes for flipping. There are, apparently, some items that you can use to alter the outside of the house and maybe even add on additions to the house in the game. I've not experimented with that, though, so I don't know how it works. Thus far, I've only used some of the furniture and decorations available in Workshop. Someone else may be able to explain a bit more what is available there or you might find some discussion about just that if you search the forum.

With workshop items, you can build a house from scratch (with several floors).
You can find walls, ceilings, ....
But the game will not recognize it as a house, so most of the "inside" game items won't work (only the ones having a "to be use in a garden" tag).
And don't expect to be able to put "in game" : lights working with switch, plumbing for the bathroom or any wall/floor tile/wallpaper/painting, ....
So most of the items will have to come from the workshop ... but be carefull, some of the workshop items are causing the game to slow down, bug, ....

I dont see why there isn't other than so they can profit from dlc. which sucks

You can also buy any luxury DLC units and flip those. The added benefit is that you can mow the grass on them.

No home are available on the workshop, but you can use workshop items to build one from scratch, I seen screenshots of players doing it

I do that often but what is needed is lights that can be mounted to workshop walls.

I was wondering where the people come from as I noticed some characters in some screenshots people uploaded, I think I understand now as I couldn't find anything like that in the game even with all the packs.

Shame the workshop items aren't fully functional. I hope Frozen District bring out some new content.
