At the time the gridlock started there was no intersection at that spot, I tried to break gridlock with a bypass. (I also didn't have a stoplight.)

i wrote about this ad nauseam in the bug report thread
it happens with deleted roundabouts & moved motorways,
until the very last car leaves the roundabout/motorway all cars will stay in houses & don't move
there is also a related bug where all cars stop mid in the road without any apparent reason & all incoming cars cue behind
so the devs could address all that
until then you'll have to work around
though i am meantime too tired with this to do so
& about the workaround
try not to use traffic lights near a destination entrance
make the entrance as simple & easily accessible as only possible, best only one way in&out, cars will have already troubles if the cars before the destination have to drive in two directions, every additional road there, everything else, every other disturbance before the destnation's entrance will inevitably cause a jam
