So in the Kill house there is wood board cutout of a civilian being hold hostage by a tango wood board cutout behind it. That would a cool feature to have. Not having the tango be aggressive and making life impossible, but making the players proceed with caution. Tango has negotiating lines, pulls the trigger when you get too close. You can either distract him so a teammate can flank him for an arrest or try to shoot him in the head like in the Killhouse.

I thought it would be a cool encounter.
