I cant find a single assortment of dishes tut that does only the required objectives, can someone please give me some info or a tut on how to beat this level?

The trick to beating it is knowing that there is no time limit, and the fact that after the helicopter arrives, you can destroy the walls behind the different panels/satelite dishes and bring them to a safe place in order to hack them without being shot at.
Compared to many of the heist missions, the helicopter levels are more about patience and waiting for the right moment. Hollowrock island has a fair amount of both cover and open areas, so the trick is to stay as much inside as possible in order to not get seen, and when the helicopter isn't focusing on your area you rush to the next peice of cover as fast as possible. Maybe set up some vehicles before you hack the first target in order to minimize the time you're out in the open. It is best to start furthest away from the escape boat, since then you don't have to spend too much time constantly going back and forth.
