i bought this on Q2 and love it, some games are better graphically PC connected is this one of them? do i need to re purchase or is this like some other cross licensing agreements?

I'm not sure if Q2 has any graphical improvements compared to Q1 (which is the one I'm familiar with) but the PC version absolutely looks better than the native Quest one. There's one slight issue though, the limited bitrate when streaming from PC will look bad in a few levels (most notably, the mino grid on the final level can become tough to read). PC does have other benefits though, I'm a pretty big fan of hooking up extra controllers for secondary vibration and I certainly couldn't play Tetris on those Quest analog sticks. Overall I'd definitely recommend playing on PC rather than Quest.

Q1 to Q2 is a major boost in quality, yes. Q2 to PC is a smaller gap but still significant

I've been playing TE:C on PC at 4K, it looks great. Got a Q2 like a month or two ago, tried TE:C on it and honestly I prefer it on PC a lot lot more.

Maybe I just didn't like the controls, I dunno, but either way it didn't stand out as visually superior. Might give it another go on Q2 and also via PCVR so I can use a controller, maybe that'll be better.

It might be minor changes, but overall the quality is very similar. The benefits would mostly be playing in 4K and higher than 120hz. You will need to repurchase to play on Steam however since there's no way to transfer a licence.
