So i have asked galerius to run for senator and i was running through it all and i saved the guy from jumping; and equitia cannot speak to me she is constantly busy repeated the phrase that malleolus has dropped out of the race. and kept running down the stairs then back up to say this. So i couild not progress without console commands

This usually happens if you talk Ulpius out of jumping while also having Galerius tell Malleolus to drop out at the same time. The two scripted events conflict with each other and won't progress. So you gotta wait for Equitia to finish saying Malleolus dropped out before you rescue Ulpius.

hint; don't try to complete quests that you've already asked Galerius to do for you.
