Fixing performance issues
I have a few issues, besides the screentearing with no option to turn it on or off in the game settings.
Why does some cutscenes lag or freeze?
Where can i fix this problems?

Just apply vsync from you GPU control panel if a game does not have it or has buggy vsync. Take this advice from me....if you are a vsync user like me, always set in ON in your GPU control panel and set if off even if a game has it. Always works better without issues that way. You can also apply vsync by editing engine.ini file as well because this is a UE4 game. Add these lines to it:
[SystemSettings]
r.Vsync=1
As for the cutscenes lag, no one can help you unless you at least share your specs. You may be using a low end gaming PC, a Steamdeck or in worse case senerio a laptop. No one knows. All I can suggest you for now is to disable DOF (Depth Of Field) in graphics settings. DOF use to cause problems in the starting days of KOF XV but I dont know if that was fixed later or not.
