Is there a max value?

One of my districts is up to 18, and I'm convinced that I can get it higher.

In fact it's an average , if you check the beavers in theirs houses in your district .. you will see that certains have less and others more ..

Figured that, especially after viewing the Well Being at district, as well as a global level. But what is the highest possible Well Being value?

Theoritecally ..25...but i never passed 22...^^

Playing the Forktails on the Waterfall map, and will see if I can get the population-wise average to at least 20. (Was getting bored, so this gives me something to aspire to.)
