There is only a 10mb limit for Quest uploads as anything other players load into an instance with you has to be loaded into ram as well as be downloaded. Ram and storage space are 2 things the Quest does not have a lot of.

does this include worlds? I am getting an "this file is much too big" API rejection during my "create file version record" stage

Try to reduce textures and cull unneeded textures you barely see and fill them in with a material, as well as making Textures a smaller resolution. Most of the size almost always comes from Texture or animations. If you do these two things you most likely already got rid of 90% of the size. After that you'd search for things you would barely use or never use or cannot even be used on quest and remove them. It's time consuming but you can fit ridiculously large avatars into 10MB. It just takes patience.

Not if unity hides the textures and when it does show you , it doesn't allow you to use them like materials
