Does 2x 2GB Video Cards = 4GB Video Ram?

So I recently upgraded to 2x GTX 760 cards in SLI, as for the money, it was better performance in testing than getting a single GTX 780. My question is, Watch Dogs has very high Video Memory usage, if each card has 2GB of vram, does that mean that when running SLI it appears to the system as 4GB vram, or only if the application is specifically coded to use the SLI architecture will it detect 4GB vram?
