What resolution are you playing at? If you play at 1080p or less you could try DSR to upscale the resolution. You will take a performance hit but generally speaking the higher the rendered pixel count..

You have to add resources to craft things in crafting stations. You can only freely craft the engrams creative mode adds to your character. Other than that you should probably ask on the mod page.
