How are insignias and summon builds supposed to interact?

I was going to make a post about where there are gear holes, starting with the lack of effective insignias for summoners, but then I realized I had no clue how current insignias are even supposed to work.

Now, the insignia question for my Rocket is easy. The Groot insignia is thematically appropriate, multiple can be active at once, and they hit like tiny wooden monsters. Two questions about that though: Are you supposed to be able to have multiple out, and are they supposed to scale with your summon damage stat? It seems like my summons can proc them as well, is that accurate?

What about flat damage procs? Can summons trigger them? SG, Luke Cage, Emma, and other summoners can't use GG insignias, so Groot is out. Do they proc Thor or Earthquake or the like? What about buff procs like Wolverine?

Some of the more common stat boost insignias like O'Grady seem like they would be meaningless for the pets as they don't benefit from damage rating. Ones like Bullseye and Elektra let the summoner pass the crit/brut rating on, but the crit/brut damage rating is wasted. Additionally, since there are so few places to get stats for summons most summoners end up deep in crit dr, so that really doesn't add a ton.

It seems like damage procs and Wolverine are the only insignias that actually benefit pet builds, and procs are historically unstable in their contribution to damage as they remain static regardless of gearing. Defensive insignias might help the summoner's TTL, but they don't do anything for TTK.

If summons from insignias like Groot are supposed to scale with a hero's summon damage stat maybe we can get a new SHIELD insignia so that all heroes can proc a summon? Maybe a Contessa Valentina Allegra de la Fontaine Insignia that could summon a Hydra agent to fight for you (ask @Ryolnir )? Or maybe just change the Fury insignia to a 5% chance on hit to summon rather than a 10% chance on medkit usage. Tying that to popping medkits is awkward.

The fact that Rings and Insignias don't roll summon related affixes is already unfortunate for pet lovers, having difficult interactions between them and insignia effects doesn't help matters.
